Is a restart needed to see the whole content? Last time I played it was version 1.3.0Extended, but the changelog mention the rework of some scenes.

Some earlier scenes were reworked and expanded (one that gets mentioned most is the spin-the-bottle game in the dorm with Carol, Yuki, and Ashley). It may not force you to restart, but in order to catch those changes, you will need to play from the beginning (the actual beginning, before getting on the bus, is another scene that was expanded a fair bit).
If you previously used the SanchoMod, you'll need to keep using his save-fixer with each new update, so that's another one where it might be better to restart.

I don't want to cheat, I want to unlock things as they were meant to be unlocked. Are you saying the only way to see anything in the PVULewd app is to use the cheat to unlock all the images in it? I was under the assumption that images in it would unlock as you progressed through the game. Is that not how it works? Generally, that is how stuff works in renpy games.

My mistake then, I read your post as asking for an unlocker, not unlocking things organically as you play. Sorry.
As for the actual issue then, I have no idea - mine appears to be unlocking them fine:
Why no Mega for full download? One of the others limits size without subscription, another is ultra-slow and Gofile always says they are experiencing higher than normal download volume so you either have to pay or can't get it?
