The game could include a way of telling the player how to continue, but alas there's not such thing.
What I did was to check the quests and try to make them. I grew tired of it eventually but doing the quests will get you far.
To see the quests, press the tactical map in the overseers room.

If it's true, it's annoying, I always followed Kamos for Vault Repopulation.Hmmm... I think Dev need OnHold this Project and totaly focused in Sarada Training...
But if it allows him to finish Sarada Training to focus on Vault, why not.

its a simple game no walkthrough needed really, a walkthrough would ruin the game for most people especially with such little content
