I have the game on Japanese Locale. I'm not sure why It won't load.

It looks to me you are running Windows 7. I went to Control Panel/Clock, Language, and Region/Change Location and chose the Administrative tab. I then selected "Change system locale..." and changed my machine to Japanese and left it there. It's suppose to be more stable then AppLocale.

I just downloaded the game through Nopy, extracted the game, and clicked on the .exe. I had no issues.
