I havnt experienced getting capped like that on anon...BUT I do know using IDM (Internet Download Manager) makes downloads WAYYYY faster. And not just from anon but pretty much anywhere. This would be my 1st step in attempting to remedy your problem.

You can download IDM at 1337x or buy it, it's cheap and worth it. If you choose the piracy route, be careful which one you download as lots of the downloads have annoying adware/malware baked in. I'm quite certain there are free alternatives as well, I just don't know there names.
