I think you said in an earlier post level 9, but I've checked that level so many times I have not idea where it could be.

I did not expect to like this game as much as I do, I actually sat there and grinded out all of the unlockables in one go. Can't wait for more updates.

it is quite strange, it could be that the save game is corrupted, you can go to this address

C:\Users\youuser\AppData\Local\Waifu_Dreams_City\Saved\SaveGames

cut the save file to another location
start the game again
dance a little until you reach level 20 and try again to see what happens
