3. set in game fps to your monitor rate or above.

You can edit the "C:\Users\***\AppData\Local\Waifu_Dreams_City\Saved\Config\Windows\GameUserSettings.ini" and Change the frame limit from 30 to 60. should fix it.
I surprised no one has mentioned the fact that the game has 74, and I am not exaggerating, 74 Crowdsourced YARA rules detections. I have never seen that before, most I have ever seen on F95 is 3-4. I checked mega, pixeldrain, and datanodes. All three have this, SHA 256 Hash is: 7e5bf504dbf3b6d836fd5fb3f6a933b58f2992ac11e6138e76a1441701f4c69f for anyone who wants to see themselves. (You need a free virustotal account to see YARA detections). Also note that this is from the .exe alone.
Hi, Ive been stuck on build 82 due to D3D device being lost error on all other builds ahead of it, Specs are good to run the game, Ive seen previous posts about this and tried those solutions but nothing works, can or will there be a patch for this? Thank you.

What's your GPU ?
It seems it's a known error since awhile on UE games but there are no miracle solutions.
It can come from different factors such as GPU issue, GPU driver issue, Power/PSU issue, DirectX,

I'm not familiar with the YARA rules so I don't really know how it works but as I've read here and there, it's mostly "rules" you import to detect more things ?
Without any YARA rules, on Build 88 :
- On the Launcher exe (in the game root folder) just show

So YARA is a pattern-matching system. Those detections say what rule they match. Normally these aren't a major deal but it depends. They are NOT indicative of malware, however with that root exe like I said there are 74 detections from 9 different companies. Also the names of the matched segments are concerning. There are multiple ruleset matches from keyloggers, loggers, ransomware, malware droppers, banking malware, Remote Access Trojans, and etc. Again it doesn’t prove there’s malware in the file, it only means the file matches certain patterns similar to ones seen in the malware listed. I attached a picture where you can see some of the namesets. Very concerning and worth taking a closer look at. I would look into more but I am not at my VM right now and am not willing to download that on my computer.
TLDR is I still wouldn't trust the root exe, and delete it, and use the deeper exe if I had to, but I think there's a possibility that the launcher is just really poorly made. But again that is a stretch considering it tripped 74 rulesets. I can't stress how abnormal that many matches are. Personally I will pass on the game because of that.

I can see with your screenshot, the detections are just a mess. Trojans ? Cryptolocker ? Ransomware ?
It seems it's not really clear.
The way I see it, is the Launcher exe seems like "problematic" from VirusTotal, but did you try an analyze on the Game exe ?
Does it give the same results with your YARA rules ?
If not, then you can play the game by starting the Game exe and not the Launcher exe.
I'm not actually trying to defend or explain how and why the YARA rules actually detected "anomalies" on this specific exe.
But, "maybe", and it's just a theory, maybe the launcher is just generated by the UE project and has the same hash as others UE games, again that's a theory.
That would explain why this file has been analyzed that much but for this specific game it would not be a proof of a malicious behavior.
Again, it's just a theory, I don't know how UE work about its launchers.
