The devs official response to that question was that he just did not want to make vaginal sex scenes with her and Krowly. That doesnt really explain much I know but if the developer flat out states he doesnt want to then theres not much we can do about it...maybe someone will mod the game and add their own custom art of vaginal sex, there was some pretty spot on fanmade art of Sister Elizabeth without her nun outfit on so its possible.
Ofcourse there does remain the chance the dev will change their mind at some point in the future if enough of his supporters ask for it. It would be crazy to deny the people what they want if there is a high enough demand for it.
I think the point is the teachings of the local church which does not condemn incest as long as there is no vaginal sex.
