can someone explain why projects like these generally always take so long? i saw that this specific one started in 2018 but is only on chapter 4 now. i'd like to know if all visual novels or "games" take about the same amount of time. i wish there were many more finished projects
In the case of WiAB, the dev is simultaneously working on a second game (Summer's Gone), and both have gone through reworks/rewrites. That's where most of the delay has been.

There are a lot of reasons. Different dev's different mind sets, and life situations. For this one as I understand it no first hand knowledge just repeating what has been shared. This dev is a perfectionist. So while we appreciate the end result in some ways it's a hindrance because this type of static renders and animations have some issues that are very challenging to overcome. Not to mention it has become quite fashionable to rework vn's so take a dev who over works themself in pursuit of the perfect result and a rework to boot and you have an extremely long dev cycle. Most vn's other than the new shorts that have become a thing take 3 years or less to finish in my experience. In the long run you just have to decide if you can stay engaged over a long cycle between updates. The reason also depends on is the dev a solo artist or a team. Teams obviously can do more in less time with a divide and conquer strategy, but solo dev's unless they outsource some work are stuck with what they can do alone.

That's the fact that Ocena is obsessive with the renderings: there must be no interpenetration, there must be 30 subjects in the frame, the clothes must react perfectly with the wind current.
