well yes but i can get stable FPS on higher settings on my dual core. I am not sure the reason why but my pc isnt new or good but it stays cool and can stably run the game. At least last i tried it.
I don't think you can play any game that are somewhat demanding with those specs. Except if you like to play with less than 30 fps and in 720p.

the game is heavy on graphics and processor. 8 gigs of ram is fine. Your gfx seems too low for it.
