Other games can get away with bestiality, because they aren't super mainstream and can hide from the government... but wild life has gotten so big now, that hiding isn't likely. So I highly doubt you will see it in the game.
You can "fudge" the bestiality laws by having furries (canines/felines), scalies(lizards/dragonkin), and minotaurs/goatmen (though strangely enough, you can't have centaurs for "reasons"; I don't consider a minotaur/goatman a furry, but that is just my own way to distinguish races... others may disagree). I don't think it is because of "consent"... as well monsters can only give consent because the programmer makes them consent... but are they consenting because they want to or they have no choice in the matter. If they have no choice, is it really consent? But that is a philosophical discussion for another day and another thread.
