Yeah, it's meant to. It's pixel art. The edits you made to your game just make it go fullscreen when you open the game and disables linear filtering, which removes the blurriness from the pixel art.
If you want you could use something like LosslessScaling with xBR, but I personally think that ruins the look of the game.

My point is that it wouldn't kill anyone if these devs added in god damn normal girls for once with average-sized breasts. It's hard for me to take a character seriously when a single breast is as large as the MC.
That's not true...at least partially. Ikeda didn't say he'll stop making games but he said he wanted to make games for All Ages and not Adult Games...which is a huge bummer since his H-Dot Games (Pixel) are phenomenal but we have to respect his decision.
