In the bigger picture, a small delay isn't worth writing so many excuses.
Yes, he's been pretty unreliable, makes promises and fails them. In the end the only one that suffers is his reputation. He's apparently trying to turn a new leaf and start making strides towards a more planned and more organized work schedule.
He really doesn't need a PR manager, he needs a project manager. Most of his problems are solved by a steady workflow. Even then, problems may arise, but if planned correctly, these... one week extras... would have been absorbed, well, barring unpredictable events.
This isn't a catastrophe, it's just the result of poor planning. Something that he is a master of.
Project Managers should be dropping CV's on his Discord. He needs a decent one.
