Did you taken over every planet available because if not do that if you have check if the screen tells you, you have reached the max power level?

I didn't when you first said so but now other then the ??? planets I have them all I was never given a power level message

Edit: so I used the ingame guide and just followed the faq in the guide it worked out thanks for the help tho man

Just realized that the game's H scenes are in the files as videos, including for characters who don't seem to be in the game yet.
