Thats one of the few you actually *can't* increase, the sex-related ones go up through sexual experiences involving them. The Otaku/Nerd skill goes up when she plays games in her house, and its a requirement for the nerdy student questline.

Any idea what causes this when I'm on the world map? No, your eyes aren't playing a trick on you, and if you see the text, you'll realize this is in full resolution.
EDIT: I think it might have to do with the Parallaxes. Pretty sure those are borked somehow.
