That must be an American thing. Before the loons took over in most of the rest of the world and decided that everyone had to be considered a simpering infant for legal reasons till one microsecond past their 18th birthday then expected to be a fully functional reasonable adult, there was a period called adolescence which encompassed the teenage years up to 18. From 18 onwards they were considered adults, and still are.
It's the same in France, majority at 18 but sexual majority at 15, so you're still a teenager, but consider yourself an adult at this level.... There really is a border here.
If were talking real life yeah 18 is required to do porn and in some states porn production at all is illegal (though seldom enforced if you're not a major studio), but unless you are in the military (where no matter where you are in the world if you fuck an under 18 it's punishable by firing squad, depending on court-martial ruling/sentence) it's up to the 50 individual states, some are more liberal/progressive than others. A notable example is Ohio, where consent age is 16, no age gap considerations, and sibling/aunt/cousin incest is also legal as long as it's consentual and they are not a parental figure or other position of authority. But keep in mind while the feds have ultimate authority when it comes to law for political reasons state law is often allowed to stand, even when in contradiction of federal law. Last I checked there is no legal requirement in the US for naked cartoons to be 18 (if there were a whole bunch of mostly loli sites that have been online for over a decade wouldn't exist). child to me hasn't even hit puberty yet. To me if one is trusted enough to manually guide a 1-2 ton 70mph missile down a long strip of asphalt by themselves and not kill themselves or others I'd say that makes them an adult at 16 = usually around 10th grade in highschool. Puberty to learner's permit at 15 = adolescent.
