IIRC, that should be on the title screen. I think you just need to save the game and then exit to the title screen, and then the Gallery option is there. That is, unless I'm not remembering correctly.
You can easily find a small motorcycle parked on the roadside in the city area, and it will take you to the dock. Then, you can take it to a speedboat and transport it to the residential area
This is a bug, you can save it and then load it. You will find that it has changed its location, so you can talk to it. At least that's how I solved it
This scene is a small interlude of the Kami side quest. I saved a new file and watched it separately because this scene would be captured by Kami, and then the game over would put him in prison

If you encounter a bug and your progress is only 3%, I suggest you start the game again. If you want to save, you can go to the second floor reply where there are saved files that can be downloaded and provided with a save location. There are different save points for different progress, choose the one that suits your progress.
Don't take this personally, but I don't make a practice of downloading from a user whom I don't know on a pirating forum. I always wait at least until links on the OP are updated, and even then I try to hold off for a day or two to be sure any potential threats have been identified by the F95Zone staff and moderators. Mmmm... maybe. I seem to remember the apartment building looking more run-down that that, but that could be either my bad memory or some touch-ups the dev might have done. From the right side of your screenshot, though, I think that's correct. As you are outside the hospital and face its front gate (where you could enter it), if you from that facing then head left, the building next to the hospital is the one you want. So I believe what you've got there is correct.
I don't remember this location being unavailable, but there's an awful lot of game now overall. It's very possible I'm just forgetting stuff I've done in the past.
