All of High Neighborhood couns as "Your neighborhood". Go all the way west to the next screen , and in the west end, you will find a hobo with the comics.

Yes, it wont let me back into the door a #2 new neighborhood north, cant talk to teacher. When I click on the hint it still says I need the books. Unless there is another job I am missing, I would hat to have to start over, like a dummy I didnt do multiple saves just kep overwriting the same one.
