I'll offer you a one word explanation and then elaborate a bit: OUTLINE.
You outline the flow of the game. Create the visuals and animations. Then write the actual script to support those visuals and the outline of the plot. Then code the software to properly display it and advance the plot you settled on when you wrote the outline.

If there are 5000 devs or devs and group devs that post games here. I guarantee there are at least 5000 different approaches to how each game is developed. Unless you have internal knowledge of the their development process, you have no basis for your statement.
