I guess that depends on when the phone was actually blocked and who did it, and that's something we don't know. That's why it could've been blocked by either the parents or George, and if it was George, I'd be surprised he had done it just following instructions.

So, if George did it:
  • Following instructions -> why would the parents want them to be away from each other in case they died? even if there's a big master plan, why not joining them in order to be stronger together?
  • On his own -> the closer they were, the more complicated it would be for him to be in control if he had other plans (divide and conquer, basic strategy).

If the parents did it, was George aware of it?

Regards
The block was set up years ago, long before the current will was created IIRC. I think it's highly unlikely the parents had anything to do with it.

George is likewise very unlikely; again, unless we assume he's spent years plotting the perfect assassination for the Cambells only to ignore their children, there was no reason for him to worry about Jaye and the MC coordinating back then. We're also told he had to pull a lot of strings to get the MC back in time for the funeral. It's possible that was an elaborate lie, of course, but it seems an inordinate amount of work for minimal gain. It would have been much simpler and more effective to block Jaye on the MC's phone as well, which clearly did not happen.

Tara seems to think the MC was behind the block, and while far fetched, that makes a lot more sense. Our hero was, running away from his attraction to Jaye, after all. By blocking her ability to receive his calls ensured that he couldn't contact her and confess his feelings in a moment of weakness. If he ever really wanted to get in touch with her he could always come home (or arrange something via their parents).

If it was MC himself who blocked Jaye's mobile phone, it would mean that the whole scene of "but it's not true that I didn't call you, it's you who didn't answer me" would be purely staged, and it would be terrible to set off on a path of reconciliation in this way.

He might not have known blocking was gonna continue with the next phones either.

Well, although it's too early to know who is who, I think the game is starting to get interesting. So I've decided to follow 3 paths:
  • Only Mallory (Jaye, go to hell you fucking bitch).
  • Only Jaye (Mallory, I don't trust you).
  • Both.
I sincerely hope that the "both" path works (but I'm afraid that it doesn't)
It's gonna be hard for me to leave one behind.

And why would he block her? If he didn't want to talk to her, just don't call her.

The block only worked from him to her, not the other way around.
How Jaye called his brother to inform him of the death of their parents if his number was blocked on her phone ?

Ename144 gave you a very good reason.
Make sure to be unable to reach her if he had a moment of weakness (whether when sober or drunk).

on the hypothesis that it was MC who blocked the phone in my opinion is highly improbable, otherwise it would make this whole scene a big big lie of Mc towards Jaye, and considering that it represents the beginning of their reacquaintance, it would be a really bad start:

If anything, it is suspicious how Tara immediately understands what the problem is.

Would Mc, who suddenly abandons his family, his life, leaves and goes to the other side of the world, be so worried about giving in to temptation and calling his sister? which he says he has done repeatedly, but if so, he would have lied.

may be, she certainly had the chance, but Tara had also strongly tried to prevent MC from leaving, why hinder their communication afterwards?

Being always close to Jaye she will have seen her anger and pain grow by the day, it would seem a pretty cruel game to me

I think it depends on the mobile phone, it's very easy though, I did it once by accident.

Jaye's mobile phone could only have been accessed by her family and Tara. George could probably have done it too, remotely, the same way he was checking MC's position.

I don't think that the MC was blocked on Jayes side at provider level.

Because two reasons:
  1. I am fairly sure that this sort of block is never shown in the cellphone itself. Especially if it carry over several cellphones.
  2. It would never be possible to remove the block on provider level via the unblock option on the cellphone, like it was done in the scene.
  3. To remove the provider block you have to reach out to the company itself and request it, and that needs a little bit of time. That was not the case here.

My conclusion is:

The block was always done manual when Jaye get a new phone. So it must be someone who has direct access to the phone even before Jaye get her hands on it, or shortly after she has startet to use it.

That leads to three possibilitys:

  1. Jaye and MC parents, for whatever reasons.
  2. Geroge, if we follow the conspiracy theory that he wants to quietly move the parents from life to death in order to get his hands on the company.
  3. Tara, for ... have Jaye for herself alone?

The blocking of unwanted numbers is done on the phone itself by its user (or malicious people who have access to it). If Jaye has changed phones several times, the block must be renewed each time. By Jaye herself? Why not. At the time, she behaved badly towards the MC and wanted to "punish" him for leaving. By Tara. I don't see the reason. By George? At the request of parents or by himself for an unspeakable purpose. I lean for the first hypothesis. But I trust the DEVs, they will knock us out with an explanation that nobody has thought of yet !!

It's possible the MC had forgotten about the block until Tara brought it up. Alternatively, he was just continuing his feud with Jaye and didn't want to explain the block because it would raise a whole bunch of new questions.

To be clear, I only defend this position because Tara implicitly accuses the MC of doing it and he does not deny it at all. That, combined with the way he disappears and runs off to Colorado when the block is discovered, is what moves the theory from "farfetched" to "grudgingly plausible" IMHO.

The only other possibility I can think of is that Christian did it when he had momentary access to Jaye's phone at some point. But that seems just as implausible and does not explain why the MC would let Tara's accusation stand unchallenged.

Don't get bogged down in reality. The game explicitly says the block is handled at the account level and will carry over when Jaye changes phones. Unless some other piece of information in the game contradicts this, we should accept that this is how the system works in the Chasing Sunsets-verse.

Chapter was pretty short I think... Wasn't bad I guess I just expected more story, sure we got intimate moments with Jaye and Mallory, especially that ending scene with Mallory but it felt more like this chapter was focused on getting closer to Jaye and Mallory...at this point I don't know how closer they can get tho, both Jaye and Mallory are in love with the MC, it's just a matter of admitting it to him now
