Yea, only on this site I have the same problem.
When this happens, sometimes one of the following points helps me restore the normal speed/buffer of this site:
- Reopen the browser
- Restart your Internet connection
- Turn off your VPN -> refresh the rule34 page in the browser -> turn on your VPN -> refresh the rule34 page in the browser (like all previous points, it applies to the entire site at once)

I tried a lot of things but nothing works for me, I rather download an delete the stuff I don't want to keep. I can watch 4k videos on YouTube, Netflix, etc... but that page struggles even with 720p sometimes
