After that go to you room and find it on laptop. Go on shop. In the aend change fuse and visit Nathalie

That isn't the basement. You can go down one more floor, then once you're down there you can click on the right side of the screen to go into the room with the fusebox.

You should have an arrow on the right side of the screen that you can click on which sends you to the room with the fusebox. Not sure why it isn't there for you.
