Probably Xeyniu one, but it's paid only. Both 73 and Xyth have different issues, but atleast you can find them here.

1. Extract the zip file as a new folder
2. Go inside extracted folder
3. Move the UserData folder to your HS2 install folder
4. Your extract folder should only have the abdata folder and manifest file now
5. Zip the extracted folder with the same name as the folder; Use zip as compression.
6. You need to rename your zipped folder to [zipped_folder].zip to [zipped_folder].zipmod
7. Look for apps that can rename 'extension name'
8. Or use windows cmd, go to the folder with the zipped folder and type the command: rename [zipped_folder].zip [zipped_folder].zipmod
9. Copy your new zipmod file to mod folder in your HS2 directory
