It's cuz the dev has a lot of supporters who pay him every month, not just sporadically, to work on the game, and by doing this, he'd risk upsetting and losing a lot of them. That's why.
Not much of a fan of so many different paths to keep track of either, but it is what is. If the dev's ok with all the headaches that come from doing something like this, we fans can patiently wait on a WT, someone else sharing their saves, or just on King B to finish the game and play it then.
There's also the alternative to do what I do in this case, check the renders with UnRen to see how much new content there is in every update and only play it when you consider it's worth it, but the dev can't change the way they work on the game and release updates without taking a few risks into account first or it's cuz his patrons are ok with his current release schedule, and if something ain't broke, you shouldn't try to fix it.
