Does it actually matter? The question is really just asking what Cathy's response will be. Do and say pretty much mean the same thing in this particular use. They don't mean "act" or "speak" like they usually do. Both verbs used imply that Cathy will respond, and that the player should wonder what her response will be.that is very funny, bcz I got this suggestion from another sub:

What will Cathy DO about this
Should say DO
"
and I responded with "say"
In any case what is the use of a synopsis which keep people guessing?
