No, I think you misunderstood, lust drunk and high all modify the sexual skills, like exhibition, let's say your exhibition is 5 points, when your arousal is high you get extra points due to Amy being willing to step a little out of her comfort zone, same with drunk and high, it just modifies the skills that are used to tell what she's willing to do. arousal is still capped at 100, and arousal needs to be above some minimum value for may to be willing to do that thing even if she has the score to do it. The only thing this really does is give Amy more opportunities to do things out of her comfort zone. this has a bigger effect in the beginning when her scores are low, as her scores improve these modifiers make less and less difference.

I like this Idea. I don't know if paperwork was going anywhere with this character but he might be made more interesting even as a side-character.

Idk if it's just because the previews are "early stage", but I think some of the female characters look a little weird without pubic hair, completely bald pussies even for the milfs. Consider adding some body hair, at worst make it optional
