I don’t know, you have finished Lyvia’s training quest?
A guard should appear in front of the inn and then start the Raven quest, but it seems it doesn’t, maybe you have put some variables with the cheat that fucked it up or you forgot to add all the steps.
Anonymous will check the save I can’t currently

yes I built the barracks for the mercs and I finished the quest for lyvia

Cuckolding for the totality of the game?
No, you have to create some bonds or get laid with someone if you really want to progress a character story.
For example with Arianna you can get cucked but to advance her storyline you need to win her over.
While some other characters can be lost completely to others like Frisha.
You will discover it while playing
