You can only raise Relationship once a day.
I suggest you try to talk Kimmy again the next day.

I tried on several different days and it dint't work. I'm now kind of stuck since this questline is a pre-condition for many other quests.

I am also seeing this issue - can't raise Kimmy's relationship by talking or going to lunch.

Can confirm, stuck at 18, the beginning of the game seems to be broken, and because of this, it is impossible to continue the quests.

So I downloaded the update and when i'm doing Kimmy quest at the office,she ask me to meet her at the bus stop.Then I get "Image Not Found" error and then the error above.Can anybody tell me how to fix this.

Did you download 2.4 update_only? Or did you download the whole thing?
And did you start a new game this time?

IMPORTANT Instructions:
1. Download the NEW APK:
* Mega
2. Install the apk and run it once.

If you are updating (and you already have the RPA in place) you may stop here.

3. Download the RPA file (NOTE - if you already have the 1.9 RPA file you don't have to download it again):
* Pixeldrain
* Mega
4. Move the RPA file to the game directory on your phone:
Documents/Renpy_Saves/com.estrada777.ataleofonecity/game
The file MUST be named : archive1.9.rpa
5. Restart the game and enjoy.

Event chains are done for other characters.

Conclude event 17 with c1_story_17_success = 1 in console...

Try clearing the app data on the game. If that doesn't work send a log.

If you simply downloaded update_only, the game would not be compatible properly.
Sorry but I'd appreciate it if you downloaded the entire 2.4 and play the game.
