I can only see this one way.The developer is delaying this deliberately.He is getting too much fun by doing so.It is a psychological thing.He is checking the forum and enjoying all the desperate comments.So stop caring about it and giving him the joy.Lets not show interest in the update by asking about update in the forum so that his fun ends

What is the point of this? Both sides clearly still say 95%. It's annoying enough how many people here are going crazy over these percentages, so i think, you don't have to add fuel to the fire. Do you?
The point is, that these percentages are meaningless throughout all of the development of each update, as they are not verifiable. It could be, for example, that L&P has been ready for weeks and has just decided to wait a bit before the upload.
