You may want to realize at this point that "adding new content for ophelia" is not the true reason behind all these delays anymore. It may be for the first delay, but now its just his old procrastination behaviour kicking in again so he has to come up with the ultimate "I move to a new place" excuse which you see most devs use once every year, some shameless one will use that excuse even more often.

He's wasting the time because the Puzzle scripts and languages translation and all the useless shit (+ Laziness), He's just using Honey Select for the scenes, nothing complicated.

1 or 2 minigames are fine but the minigame that he has where you have a gigantic puzzle that takes forever to solve is annoying (I've only completed the puzzle twice so far and have noticed NO changes in the game)
It's good that he remade the scenes, I don't think it's that bad, it also added one or two new features. And I also think the process of choosing which path you want to take is good. BUT he could do with sequels to the existing characters. For example, the first female character (whose name I can't remember right now) there hasn't been much content with her so far. There isn't much content with the doctor's assistant either (even if more options are displayed, you can't use them because the game hasn't been released yet). The content with the VR glasses is still not finished, and the blue bird isn't usable yet either. There's a lot missing and some unnecessary things. The game has so much potential. I have to say that the updates from this developer are much better than from another developer I know who needs 1-2 years for an update and then only has one small innovation that has maybe 10 animations that are the same for different characters. (Anyone who knows SB knows what I'm talking about)
