Considering i'm running this on an RTX titan and 3950 and getting 45-60 frames, maybe not.
If you are getting regularly over 35-40fps you are handling this frankenstein code like a champ! (most "complaints" are nearly unplayable 3-8 or 9-12 fps average with total lockup and/or crashing -- on decent hardware, i3-i5, 6-12GB RAM, decent Nvidia/MSi/AMD GPUs with 2-6GB RAM, decent mobos, smaller lesser common SSDs etc.) You will never get an average 100+fps on this in it's current cluster**** state. (unless you are a wealthy or very very smart computer engineer with a NASA computer)That could just be the poor optimization, the last two games have been terribly optimized. I run a GTX 1060 and it still gives me occasional trouble with the frame rate as well, usually staying in the 40-60 frame range.
Was checking benchmark stats on my machine vs. modded retail computers of similar nature. (not against things with 1TB of RAM and Xeon E7-8894 v4 processors -- ironically the #1 GPU for retail is the GTX 1060-Super 12GB [under $400 retail!] -- but yeah, no NASA computers)
In the world, #11 graphics card, #14 processor, #12 mobo, good to average but non-ranked high on RAM (32GB DDR3 1600), HDD (Seagate Barracuda Hybrid), and SDD (Samsung EVO), etc... With my CyberPower Fang III Black Mamba ($6K original retail)...
No BS, for me to stabilize graphics how I like it, and tweak for performance, with HD skin overlays and such, DHH mod, extended graphics, etc., getting an average 30fps, sometimes a little higher or lower, but usually right around 30. Which, to tell the truth, is Unity's limit for HDRP now anyway as the engine is not streaming anything greater anyway, so higher FPS is only on your GPU's end and just tightens up color bleed long range, fixes sharpness and depth perception, which improves your eye's visual recognition of the DPI, so colors are more vibrant and fluid, and movement appears to be a smidgen smoother, although it is actually an optical illusion being caused by faster screen refresh, not actual acceleration of the frames of animation.
If that makes any sense to anyone. It sounds right in my head. LOL! This game messes with your head if you have a computer you felt was a good gaming PC. It's not your computer, and you aren't crazy, the game is just clunky.
