They are based in Europe. They had mentioned in a patreon post a while ago when people started asking about the confusion between dates (US and UK).

Considering the amount of grammar errors it would be really weird if they were american. I guess it's pretty great considering English is not their native language tho.
I don't know about many grammar errors, I just check out the scenes in each update and these are good. Who would have time to replay game with each update, probably some jobless dude.
