I'm not so sure about that, because the very first boss has story content locked behind a particular character's sex scene. Also, the game would be pretty bland if it wasn't for the sex scenes. It's essentially a Tales knockoff with an extremely boring grind loop as the core gameplay mechanic. Every time you encounter a combat area, you are left feeling "great, more of this shit." Same forgettable mobs sprinkled all across the map. The rewards for playing on anything higher than hard is awful, with the highest difficulty netting you a mere 2x exp boost. The only reason it's difficult is because you're constantly needing to heal, making the combat about as fun as watching paint dry.
If anything, it feels like it was a semi-above average game made by an amateur developer. The voice acting and character development were all wonderful, but that's probably where the majority of the effort was spent. Continuity, gameplay mechanics, and the terrible crafting/skill systems all seemed to have been an afterthought. As an RPG, this game is meeting the basic criteria at best.
But let's be real, the RPG element doesn't matter. It's really about the cute girls and their skits, with the R18 content being there if you subsequently want to see the said girls get violated. It's a fetish thing, and this game's got a ton of it to make you feel like a complete pos.
Otherwise, you are correct. This isn't a game like Lilitales where the sex is baked into the story.
