I've replied to a similar question a few pages back.
Once you've advanced quests enough, some of them will have an extra option on the line you can say to them. Only those can have anything extra, and some of them only have a few lines, while others have extra scenes.

The 2k for pole dancers is the same thing: once you advance quests enough they will have an extra scene. Only 4 so far have this.

After injecting, during the same day, you have to go talk to Diana in her office to trigger the next scene. Same for the 2 students. If you don't trigger the scene, the pheromone level never changes.

You need to advance other quests, namely the police one that will also unlock the alley. At some point you can progress Julia's quest again.

As I said above, you need to inject pheromones and then visit her in her office to trigger the new scene.

When stuck on a quest step, you usually need to advance other quests and/or sleep in your room.
