u need 0.2.1 as base game download the 0.3 file and copy the files in your 0.2.1 folder.

For anyone that used the mod: re-download 0.2.1 base game, then copy the 0.3 files into it. Otherwise it could be bugged

I can continue from the end of chapter 2 just fine, so I'd say no. the comment on page 1 was for when chapter 2 was released half a year ago.
