How the hell do you unlock the last two scenes for Ivy and the last one for Scarlet? The lizard tells me that I just need to go into their room in the evening, but when I do, Ivy's just chilling there alone. I've seen people mention a new book being sold by Lily, and a staff found in Melkor level 10, but I can't find either. I've been through level 10 several times and haven't found the staff, and Lily is not selling any new books. Is my game fucked? Lord this is infuriating.

You first have to solve the quest from Erza. After that is done you will have a heart bar that goes up in the dungeon fights. When it's full you can trigger a few scenes with different monster ladies by clicking on the heart icon.
does anyone know if the version numbering system will be 1 to 100 (as in current build is 22 and the final release will be build 100) or is the version system different?

tl;dr: No, in this case, versions are simply a sequence of numbers and is definitely not a "progress bar".

The original versioning system used here was traditional for software development and is referred to as semantic versioning (or SemVer). Long story short, "v0.22.1" means: 0 - a major version; 22 - minor version, considerable but not colossal amount of changes; 1 - patch version, fix. A major version can indicate the readiness of a product: 0 - work in progress, beta, "early access"; 1 - product is considered finished and complete, though it does not restrict from further improvements.
I believe, later Mirthal omitted the major version ("0") simply for convenience reasons, with the version becoming like v22.1.

I know this post is days old, but I just hopped back into the game with my old save I can't get this heart bar to appear for thelife of me? Is the quest you refer to the one where you have to find Melkor's staff? If so, I completed that one in the older build... and now talking to Melkor only gives me the option of having sex with her. What causes the bar to show up in dungeons, exactly? I've beaten lots of female monsters, but I never saw anything of the sort appearing.

You have to get all the way down to the bottom of the dungeon: Melkor will kick you out of his realm and Ezra will tell you what to do next. After that, the dungeon will go on forever and it'll have the heart meter. (Note that, for now, only the monsters on the first 8 floors have sex scenes. Scenes for the monsters on the other levels are not yet implemented.)
Are quests Soran's Safeguard and Dinner Date implemented in 22.1? I can see a detailed discription of those quests in the wiki, but nothing triggerring for me and the "dragon" tells me there is no more content for Ivy and Scarlet.
Also, not sure if relevant, I got the Staff of Wisdom already.

Oh, makes sense. I was planning on going to the bottom of the dungeon after finishing all quests, since I was under the assumption that Ezra's quest was obtainable before that. Thanks!

You should know that city have brothel and thats soran is its owner, from tavern owner IIRC. Donate some gold to hobo near tavern.
Is that somehow related to Ivy and Scarlet's quests? I'm pretty much done with brothel. Improved it and hired new "girls".

Well, soren gave me access to brothel and it quest lines after I deliver some good for him with dark elf. At least this how it was in mobile version for me.
And for dinner date you should have high affection with ivy, bottle of wine, pie and house key.
