You can enslave her instead of giving her the stuffy, but if you give her the stuffy and not the collar, you will not be able to enslave her later.

I have the main quest completed. I have enough corruption and trust values for Kate. I have A slave collar. But i dont have an option to enslave Kate. So now what?

Hey, we are aware of that bug you, online version has been updated with a fix, if you don't want to play on online version type that command in browser console:
