Yes it is possible. It's a Caesar cypher.
See: 775
is there any clues in the game to apply this specific transformation to something except just mentioning "Julius Caesar IV" ? for me it's redicolously hard to get all this just from "Julius Caesar IV"
it would be much more engaging to go to the library or to James and get some hints like " " on the lecture and that Scarlett is a big fan of the Caesar herself

Possibly. But just because something is hard or difficult for some doesn't mean its not effective. Not everything is supposed to be easy. The clues aren't much different than what is seen in nearly any popular mystery story, particularly the "5 minute mystery" short story types, or videos games along the lines of MYST, 7th Guest, or 11th Hour.

Now that you know it's in the game and possible, you want it to be easier. No matter what, there will always be people who will find clues difficult.
There will never be a solution that satisfies everyone, unless the developer simply tells players the answers in big bold letters.
For sure. It's up to developer. No one forbids him to ask you to solve differential equations or calculate integrals, because why not? For someone it's an easy and if you can't then there is no in game solution to make more investigation in side quest or sacrifice something to get the answer. It's just like a wall.

The only solution is to go to the forum and search for answers. And this breaks the 4th wall. There are no other path for people who can't solve this charade

If a person isn't aware of the Caesar Cipher, a web search for Julius Caesar scramble or Julius Caesar password reveals instantly Could there be more clues ... sure. However, there are just enough needed for people to piece together on their own, given time.

Now that you know it's in the game and possible, you want it to be easier. No matter what, there will always be people who will find clues difficult. Even when you might find subsequent clues on something else easy, others will literally want it spelled out for them what the answer is (or they ask in a forum). There will never be a solution that satisfies everyone, unless the developer simply tells players the answers in big bold letters.

Happy New Year.[/SPOILER]
Dude, its a porn game. And by your own admission, still requires people who are unaware of the Riddle to look it up even if they notice the in game clues. Which means the answer is not solvable "given time" without looking it up, making time irrevelent.

You either know it or not.

Which goes to the persons main point, you need to go outside of the game to resolve the issue.

Very odd to think the lack of an answer in the game is problematic. TBH just seems like you wanna talk down to people for not knowing it. And having the need to flex roman knowledge on a porn site is laughable at best.
