If it's your first time, you can go through them once and then never again if they aren't to your liking. But you can't turn them on/off midgame.
When it's done. I'm hoping for this coming Friday, but I know no more than you.
Tastes vary. My view is that they're fine if you're just playing one or two paths, but if you're wanting to see everything, they're annoying and repetitive since you can't skip them (unless you turn them off entirely for a run - in which case money can run tight in places).
My suggestion would be to play with them enabled at least once and then make an informed decision.
