There's zero evidence she did. There's no implication, or even line of dialogue implies it. Unlike with Vinny. Tommy is more of a leader? Doubt.
He's a party animal, reckless, fun and perfectly suits the image of a frat. But in a crisis situations he throws a tantrum and run to his basement, being completely apathetic. "If you've hit rock bottom, I'd rather stay there." That's not a leadership position; it's like an ostrich burying his head in the sand. I don't judge, everyone has their weaknesses, but a leader must be resourceful and responsible in moments when their community is on edge of collapse.
