At the end of episode 8 you'll have the option to choose who do you want to start a relationship with. You can also choose to stay single and keep playing the field. But only if you are on Sage's or Bella's path, I think.
You don't address her being in her underwear in Tommy's room. Being in her underwear in her own room is far different to that.Is it supposed to prove anything except that he took hard drugs ?
Tommy's attitude during the whole game makes clear he has a crush on her but never has her way with her. Knowing the man he would have bragged about it, instead he's just stunned when he learned that Tremolo fucked her on the roof. Besides if you can find a single scene where Quinn seems to show any interest in him from a sexual or romantic point of view ?
It makes sense with his character and his absolute hatred of Vinny. He never was the alpha male and was always overshadowed by Vinny, then the MC who both did what he couldn't.
There is no reason for that if she is just giving him drugs.
Either:
1. She is in her underwear because they are having sex.
2. DPC wants us to think they are having sex, for some reason.
Why else make the scene and put her in just underwear?

Because it's a porn game. The girls wear revealing stuff everywhere. Especially in the early episodes. If the implication was that they are fucking, Quinn would be fully nude.

She went over to the DIK house in clothes, and then took them off in Tommy's room.
DPC wouldn't render that without a reason - he knows damn well what the players would think seeing that.

Given DPC's general lack of understanding about drug culture, it seems entirely believable that it was a case of "I want an excuse to put Quinn in her undies for eye candy, maybe it's more comfortable being high in your underwear? Sure let's go with that" and not giving it an iota more thought. Whether that's the case or not we won't know unless you ask the man yourself, but there's definitely reasons to believe that Quinn and Tommy did fuck, and reasons to believe that they didn't. Unless it's stated either way, who cares? Just use your headcanon for yourself and move on.
