Buddy was angry with Quinn because Quinn was running her own side business but not giving him a cut, and she sold drugs for lower prices than Vinny got away with while still being higher than what Buddy thought she was selling them for. Also, look at where Riona is living. She's practically gutter trash, in Buddy's mind. She and her mom don't have money to pay for legal fees or to survive while upending their lives in pursuit of justice. They're the kind of people society doesn't care about. Vinny would've been able to tell him that, even if Rio's mother wasn't already known to Buddy. Now, if he did anything like this to Jill, it'd be a five-alarm fire. Vinny, Buddy, and their whole operation would be done. But not for Rio.
