I don't do lazy writing; I think that my writing is overly ambitious, and I am always deliberate about what I write and how I do it. I think I look at that part in a different way than you do. That phone call showed that Quinn needed MC, and for the first time, she tried to show it, but MC was busy helping Maya. And as a result, after that failed attempt and what followed, she reverted and didn't try again. It motivated why she was absent for large parts of the episode and affected their relationship in the way that I wanted.
On MC’s choice not to answer, you're on to the right answer. Quinn and MC had a nice talk at the BBQ the day earlier. How could he have realized that a phone call late on Thanksgiving was urgent? It wasn't a high priority for him at that moment; people don't answer phone calls when they are preoccupied. You might have prioritized Quinn higher than him because of what you know as a player. It's the same with Riona fans who want to help her but aren't given the choice to do so. Not every choice that the player wants to make will be presented to you for storytelling reasons. It makes the player get a bit frustrated with the MC, and the urge to help their favorite character increases with those storytelling techniques.
I wouldn't have handled it differently, even if I had another year to develop episode 11. The addition to that scene fulfilled the purpose I wanted, and leaving it out would make it worse.

mc wasnt busy to help Maya. he got the papers, he is done with helping. he just sit there and dont do anything useful. he is not the brain in the team. they were talking and party, thats all. by the way, they said they will show the papers to Jill family's lawyer.
at the end of the xmas party mc tells to quinn, he is into her. why wasnt high priority for him the call from the girl who he is into, at that moment when he doesnt do anything important/immediate?
oh, yes, we understand why. because: "I am always deliberate about what I write and how I do it." "It motivated why she was absent for large parts of the episode and affected their relationship in the way that I wanted." it is lazy and poor writing.
he doesnt pick the phone, because you dont want it. not because he has any reason for it, in that moment.

I mean, arguing over who's a main girl and who isn't is entirely pointless, since it's not the first time DPC made that clear. His reasoning though doesn't make a lick of sense. If main girls are supposed to be "important to the story regardless of your choices", then let's compare MG Jill to SG Quinn. How important is Jill to the story if you are not on her path?
- she is present, although entirely useless, during Operation Maya's Bullshit
- the entire Tybalt scheme is there, but pretty irrelevant if you aren't going after her (her turning Tybalt's plums into plum compote is of course very nice)
- she is the connection point for the Lana stuff, kind of, put so far that hasn't been very important
Otherwise she is pretty irrelevant.
Quinn on the other hand is pivotal in the entire "free tuition" plot as well as the Drugs-Buddy-Vinny-Rio-stuff, which so far is a huge part of the main story. You always see her in these scenes, if you are on her path or not.
So by DPCs own logic Quinn would have to be a main girl much more than Jill. She isn't though, which means that his reasoning is shit.

My interpretation of the likely future is that Episode 12 will wrap up some, but not all of the dangling plot threads, leaving a final cliffhanger into Season 4 (so that the Season 4 DLC, when it finally releases, isn't regarded as "optional"). My guess is that DPC's tentative plan is to wrap up the main plot in Episode 13, but currently he only has definite plans through the end of Episode 12, and an idea of what's supposed to happen to wrap things up in 13.

My prediction is that Episode 12 will have a NYE party, but will mostly focus on relationship plots - revealing what's in Bella's room (obviously); the throuple reaching a crisis point; exploring the Jill/Bella dynamic or following up on Bianca (though that might get pushed to 13); Sage finding a new family; Zoey having to deal with the MG squad; Riona returning; Jade's divorce; etc.

There will probably continue to be tension with the Alphas, but I'm expecting the rest of the frat stuff to get postponed until either the cliffhanger at the end of the episode, or even not get brought up again until Season 4. Instead, there'll be the fallout from Vinny/Buddy, and possibly conflict with/over Stephen (though that could also be simmering with the resolution waiting for after Mona's cliffhanger return - if that's the route the divorce ends up taking).

I'm guessing Episode 13 will have the denoument of the Frat Wars, and possibly Stephen's come-uppance since he's probably the person who supplied Magnar with the answers to the mid-terms.

Then, squinting more deeply into my crystal ball, there'll be a timeskip to Spring Break with a combined DIK/Alpha party for the first epilogue, and another timeskip to Finals Week for the second epilogue, and a final epilogue establishing the new status quo for the following academic year and beyond, being Episodes 14 and 15 (and possibly 16).

Nope, he didn't really give anything in the latest Q&A just saying
"For that reason, I can't say a final count of episodes, like 13, 14, 15."
This followed a statement declaring he has ambitious plans for endings and doesn't know how many episodes it will take.

I believe what he actually said was "For that reason, I can't say a final count of episodes, like 13, 14, 15..." - the ellipsis changes the meaning somewhat, from 14 +/- 1 to 13+

That's because you piled up too many DIK points. You need to be Neutral or CHICK side to get the threesome path. Its one of the things that frustrates me because that stupid meter lock or unlock content regardless of how you've treated those particular girls. So, even if you are absolutely a caring, supportive, affectionate guy with Josy and Maya... they'll still turn you down for being a DIK to Chad, Dawe and Tybalt... makes no damn sense.

Sage does not seem to give a rip about whether the MC is a massive DIK, neutral or a massive Chick, long as the MC treats her well she's happy.

I was pondering where this story supposedly takes place, and I don't think that's officially been said. Feel free to correct me if I'm wrong.

But... I think based on a few key clues I could make a strong case for somewhere in Maine.

Here's why.

First it needs to be a northern latitude state because in Episode 3 we see them getting snow around Thanksgiving.
Second, it can't be on the West Coast since that's where Zoey goes to from where ever this is.
Third, The Pink Rose is a full nude, full contact bar with an age restriction of 21. And the only state on the upper East coast with that combo is... Maine. West Virginia is also full nude and full contact, but the age minimum there is only 18. Not other state in that area is full nude and full contact if alcohol is served (which the Pink Rose does serve) so... Maine.

So I think its Maine.

Maine also, I think, fits the mix of a small rural town the MC, Maya and Josy all seem to come from; but also having college towns and the use of rail to get places (since we know Zoey uses a train ride to go to the WC, but also to go from B&R to their home town).

None of which really matters to enjoying the game... I just... trivia...

Also, I may know way too much about strip clubs.

1 and 3 make for some good points (although I doubt DPC looked into how strip clubs operate in the different regions of the US, maybe not even where and when it would snow by Episode 10), but I think Zoey's story works a lot better if they're in a landlocked state.
