It was always believed to okay, but we have discovered in Episode 11, there is consequences for 1 girl if you are with 1 particular side girl earlier. At the moment all other combinations are ok. But we don't know if there will be further consequences in future updates.
After the Nick thing I don't think any of the remaining DIKs will fuck Heather.

I'm coming at it from the opinion that episode 12 will be the final "main" episode of the game.
I think that there will be 14 episodes total but season 4 will be epilogue stuff with your chosen path.
The panty party has shown us that Heather is still really hung up on Tommy and is trying to make him jealous and there has been a fair amount of groundwork into flirting with and getting to know Heather throughout the game if you choose to do so.
From that perspective, I feel like it's likely that if there ever will be an option to bang Heather (even if it's a trap choice with consequences) it will be in episode 12.
