I don't see your metrics or methodology anywhere. I'd be happy to entertain your thoughts on your Sally rant not being 100% subjective. Since you seem to want to mix it up I'll go ahead and hit back. I mean it's not hypocritical at all to have that sort of a rant on a character you think doesn't matter while flying that Nora avatar!

I already gave you 3 criteria and an explanation. Her 1. personality is unique to the story (tsundere, considering everyone else is nearly gaga for MC at second or third meeting), 2. she does have an attractive figure specifically her butt, as you've shown, and 3. she isn't an ugly girl (like many of the butch girls are in the game.)
We ultimately need to evaluate what content we're given, and then determine a criteria from that. For example, Josy is in the "DPC went whoops" tier because all her story and content
is for naught, or at least at present, seems so. It's also a form of character assassination that she questioned her existence out of the blue, outside of one little scene with Heather in the same chapter. Same with Mona, she was just...written off, regardless of her personality or quality of content.
For an example, we can evaluate the Star Wars movies on 3 criteria: 1) Force Powers, 2) Lightsaber battles, 3) Spaceship battles. Those aren't the
only way to evaluate them, but it's pretty safe since that's in all of them. We then go into what is the force, how it works, choreography of fight scenes, practical vs special effects for spaceships, etc. It just takes a few apples to apples comparison to see what is objectively better.
For my list, I used a combination of content, sexual content, personality, story or plot relevance, and characterization. Outside of personality and a few story bits, Sally just isn't that much to talk about. This is why Sage is at the top of the list: it's not because she's just got a lot of content.
As for Nora, despite having little content, she's unique because she's a clear comparison if not corollary to Bella, the other teachers, and the general vibe of the Other's path. She's still within the sexual anima of the game, but is openly mature and serious about wanting a relationship. No other character is like that.
Sally is unique in her personality as she openly dislikes the MC while internally liking, or eventually starting to like the MC. But as for points 2 and 3, she gets floored by so many other ladies.
