What if Jacob got arrested after retrieving the panties from the HOTs? I assume every single maggot (barring Tommy, Rusty, Nick and Vinny ofc) had to remove their clothes so that 'splains it. MC and Derek only had their clothes removed because they got caught by Quinn, but Tommy is the one who tipped her off in the first place so I suppose being naked is basically a requirement at that point. I had wondered if maybe the first one was pranking the preps, since they have security on site and that brick wall surrounds the place, but idk.

Yeah Rusty mentioned him getting arrested, but I feel like a second arrest would've been brought up by now. I'm currently going with a blatant retcon.

I agree. That's definitely the wall outside their mansion. I would even argue that's precisely where MC and Sage are walking by when retrieving the best costume trophy or the day after Sage's sitting outside in the rain and MC gives her his jacket again. ep5_followed_maya/ep5_followed_josy, ep7_solo_maya/ep7_solo_josy and ep10_jm_solo are all mutually exclusive, meaning you can only choose Maya OR Josy, that's when you want to balance it out. Now, with Episode 7 you can actually choose neither if you wanted, and some other lewds are optional, that way you don't end up with an imbalance. This is all up to you of course.

If I don't miss any scenes with them and choose one in episode 5 and another in episode 7, will that be enough for balance?

Are there any scenes that I won't be able to see if I don't have a balance?

No, because you have to choose between them in Episode 10 as well. You could skip them in Episode 7, or not bang Maya before Episode 4 and then catch her with a later lewd to balance it all out.
