From what I remember, there aren't any girls whose route outright ends if you peep on them. Even Bella. If you do it constantly and they don't like it you might eventually lose enough points with them to miss a threshold, but I don't think it's likely.

Tommy's attitude during the whole game makes clear he has a crush on her but never has her way with her. Knowing the man he would have bragged about it, instead he's just stunned when he learned that Tremolo fucked her on the roof. Besides if you can find a single scene where Quinn seems to show any interest in him from a sexual or romantic point of view ?

Also, which are the actual decisions that matter? It's looking like I am going to have to start a fresh run from the begining and I want to get it right.
I have tried going back to my throuple save at the start of episode 9 and making all Josy decisions after that point, but it still gave me the Maya scene!

Even on my playthrough where I tried to choose evenly between them, I still got Josy scene.
Pretty sure this counts choices between them all the way back to episode 5, where you choose who to follow during the party at the Preps.

There are a ton of choices that give either plus or minus RP to Josy and/or Maya from ep3 all the way to ep10. This decides which scenes you get, and also if you can say I love you by getting enough points for one of the 2 chars.

Did you try failing to get the documents at the end of ep 10? If you still get Maya's scene with that you've favoured her too much and need to play from the start.

All choices since the start of the game factor in. The game keeps track of RP (Relationship Points) that you can't see without a mod. If the scene count is about even the ep 11 scene goes to the girl who has a higher RP percentage. Iirc succeeding in getting the documents gives Maya a big amount of RP so the moment is pretty decisive for a balanced Josy/Maya run.
