That's not quite true. For pornographic content, there is a general obligation to verify the age when selling and even for advertising it. See German Criminal Code §184, which regulates the distribution of pornographic content.Nothing to do with STEAM or age verification system. In Germany every game requires a certification handed out by USK before a publisher or developer can sell their game.
All DPC has to do is to submit his game to USK and get his game verified. Afterwards he can sell it everywhere in Germany.
Pornographic content may not even be advertised publicly (visible in the steam store), if it cannot be ensured that this is only seen by 18+ year olds.
