It's an emulator that emulates setting the region for Windows.

But you can also just go to Windows system settings, change the Region to Japan/Japanees (dont worry Window's language will still be the one you installed).

Play the game and enjoy it , afterwards change the Region back to the original one when you are finished.

Have you tried running it admin? Also, it would be best to extract the actual folder while on jap locale since the ini file of Kirkiri Engine is in Nihongo

yes i did all of that and still didn't run until i moved it to windows 7 virtual machine working fine now
