Thank you for the guide. In my case, I didn't have enough spank points for Lisa which should be "3" and didn't have the bug.
To add steps in a1fox3's suggestion for enabling the homework HJ dialogue:
"I'll do everything perfectly if you'll do something for me..."
- Have Lisa spanked by mom 3 times (4 to be really sure?) by botching her homework/making mistakes
- She must be wearing the "Silk bathrobe"
- Make sure her mood and Max authority is high enough to do it
- then after doing all of these and the dialogue still doesn't appear, apply the Homework bug fix/mod.

Her mood must be maxed out and Max needs to get permission from Kira for "something more".
If you don't get Lisa spanked soon after offering her help with homework for free you will not be able to get the HJ while doing her homework and getting her spanked before you try will fix it but if you do get the bug we have a mod that will allow you to fix it in game.
