Its very hard to get because it is random and you just show up while she is cooking but it wont happen until later in the game and once you can have sex with her she will always be naked in the morning kitchen scene.

Yes the last part is a grind and must be done just keep checking with mom/Ann and see if new convo with her at 22:00 or 23:00 in her room and just keep working on her.

Did you talk to Alice and Ann after the 3rd move yet, did you talk to Kira to see if new convo comes up, did you talk to Ann with new convo's. DS put triggers in other quest for open quest so go work on ALL OPEN quest.
